01 — Is this right for you?

A considered route,
not a shortcut.

This jurisdiction rewards operators who treat the application as the start of a supervisory relationship.

A strong fit

When this is the right choice

Crypto exchanges and DLT businesses
Gibraltar was among the first jurisdictions to introduce a bespoke DLT regulatory framework (2018). GFSC DLT Provider licences are well-regarded by institutional counterparties and provide a credible crypto-business footprint in a common-law jurisdiction.
Online gaming operators seeking a post-Brexit tier-1.5 licence
Following Brexit, Gibraltar's gaming licence no longer benefits from EU passporting — but it retains strong international recognition among payment processors, aggregators, and institutional banks, particularly for operators serving non-EU markets.
Operators wanting a low-tax base with reputational standing
Gibraltar's 12.5% corporation tax, English common law framework, and GFSC's proportionate regulatory approach make it attractive for operators scaling from offshore into a credible regulated regime.
A poor fit

When to consider an alternative

Operators primarily targeting EU markets post-Brexit
Gibraltar lost its EU passporting rights in 2021. Operators targeting EU-resident players need to layer an MGA, UKGC, or national EU licence — Gibraltar alone does not provide EU market access.
New operators without capital and substance
GFSC requires genuine Gibraltar substance (local office, resident director or senior management), minimum share capital, and fit-and-proper assessments. Shell applications are rejected.
Budget-focused offshore operators
Gibraltar is not the cheapest option. Operating costs — office, staff, compliance — are higher than Anjouan or Vanuatu. Operators optimising solely on cost should consider lighter offshore regimes first.
02 — Licence categories

Permissions under
one Act.

Choosing the right tier and scope is the most consequential decision in the application.

Remote Gaming Licence

Covers online casino, sportsbook, poker, and associated gaming products. Gibraltar's gaming licence predates most EU frameworks and is widely recognised by B2B aggregators and payment processors.

DLT Provider Licence

Gibraltar's bespoke distributed ledger technology licence covers crypto exchanges, VASP activities, and blockchain-based business models. One of the earliest and most developed DLT regulatory frameworks globally.

Investment Firm / Funds Licence

GFSC regulates investment managers, brokers, and collective investment schemes under the Financial Services Act. Used by crypto funds and tokenised asset managers seeking a common-law regulated base.

03 — Path to grant

Phases to licence grant.

Substance and corporate setup

Months 1—2

Gibraltar company incorporated, local office established, resident director or senior personnel appointed. GFSC pre-application consultation requested.

Application preparation

Months 2—4

Full application prepared including business plan, AML/CFT framework, technical system documentation, source of funds, and fit-and-proper declarations for all principals.

GFSC review

Months 4—9

GFSC assesses application, conducts fit-and-proper interviews, and issues information requests. DLT applications often require additional technology documentation.

Licence grant

Months 9—12

Licence granted with ongoing conditions. Annual licence renewal, AML reporting, and GFSC supervisory relationship commence. DLT licensees subject to ongoing technology risk assessments.

04 — Year-one economics

Cost and regulatory
burden.

Year-one spend is dominated by substance — resident director, office, compliance officer, external audit — not the licence fee itself.

Cost itemAmount
GFSC application fee GBP 5,000 — 15,000
Annual licence fee GBP 10,000 — 85,000
Gibraltar substance (office, director) GBP 30,000 — 60,000 / yr
Compliance and AML framework GBP 15,000 — 40,000
Legal advisory (application) GBP 20,000 — 50,000
Year-1 total ~USD 80K — 180K

Gibraltar requires genuine local substance, which is the primary cost driver. Operators who establish a proper Gibraltar presence benefit from low corporation tax and strong international credibility — making the investment commercially sound for mid-size and larger platforms.

05 — Common questions

What founders
ask before filing.

The questions we get on every diagnostic call. If yours isn't here, raise it in the consultation.

Yes — Gibraltar's gaming licence is accepted by all major B2B aggregators including Evolution, Pragmatic Play, and Playtech. It sits in the tier-1.5 bracket alongside Isle of Man and Alderney, below MGA/UKGC but significantly above pure offshore licences.
Gibraltar introduced its DLT Regulatory Framework in January 2018 — one of the world's first purpose-built crypto regulatory regimes. It covers businesses using DLT to store or transmit value belonging to others, covering crypto exchanges, wallet providers, and blockchain-based payment systems.
Gibraltar levies 12.5% corporation tax on locally accruing profits. There is no VAT, no capital gains tax, and no inheritance tax. For qualifying businesses, the effective tax rate on non-Gibraltar-source profits can be zero.
Yes. GFSC requires genuine local presence — not a registered office only. This means a physical premises, at least one resident senior employee or director, and evidence of operational activity in Gibraltar.
Yes — many operators hold a Gibraltar licence for credibility and banking access while maintaining a Curaçao or Anjouan licence for offshore grey-market operations. The structures are compatible and commonly used together.
